Too little increment for the government staff???

My brother currently stays with his girlfriend who is from China, and she is currently sojourned in Malaysia on temporary pass. They plan to get married soon, and my parent help to enquire about the registration process. They were told that to have a visa approved for 5 years will need to spend a minimum of RM 7,000, and that’s just for ‘under-table’ money! They were also being told that it may take longer time if to go through with the standard procedure and yet can’t guarantee the approval. What a typical local culture…
